Self-care should allow you to mend faster

- Unlocks the ability to heal yourself without a Med-Kit at 50% of the normal Healing speed.
- Mend yourself at 25/30/35% of the normal mending speed.
There aren't any survivor perks that effect the speed at which the survivor can mend, only killer add-ons. The perk should be reverted to 50% healing speed, and instead of healing item efficiency being the upgrade from leveling, replace it with mend speed.

Mending honestly shouldn't be influenced by perks in anyway. It's a flat time sink if you tank an endurance hit and it allows killer powers that inflict deep wound to be a reliable form of slowdown.

Tbh I don't like the idea of anything increasing mending speed, since it would be really strong against Legion and not that good against other killers.
