We have temporarily disabled Firecrackers and the Flashbang Perk due to a bug which could cause the Killer's game to crash. These will be re-enabled in an upcoming patch when the issue is resolved.
Pain Res Scream still occurs

I'm still noticing that I scream whenever a killer has Pain Resonance but in the patch notes it says a scream should no longer occur

They changed it. Please read the patch notes more carefully the next time
