Tome 3 Level 1, Killer Challenge 'Terrified' Not Completable

Challenge description:

"Make 20 Survivors scream."


My attempt(s):

Wraith with Infectious Fight, then Doctor with Infectious Fright + Iron Maiden + Make your Choice

Multiple screams, 12 hooks in the Doctor Game, 9 hooks in the Wraith Game, no scream progress. I am currently still sitting at 0 of 20 screams in Challenge Progress. Several Infectious Fright screams were triggered, even 2 Iron Maiden Screams, and several Make Your Choice screams as well (beyond the normal down or hooked screams).


Something is stopping the screams from counting. As of right now, not even normal hook screams count so I see no way of having this completed.
