Reassurance should be better for solo

Latest changes about reassurance makes this perk really good for SWFs but really not good for solo so I think the perk should be changed a bit, just to make it better for solo players.
Changes:
- The perk now can be activated while 16 meters by hook.
- Perk now lasts for 30/33/35 seconds.
- Now upon activating, every survivor hears an audio-cue and hooked survivor is highlighted by bright white aura, indicating that the perk is active. The brightness of white aura depends on its duration: the less time it remains for this perk to end - the less bright aura becomes.
