it's all in the title.
a group could decide to use all their charges on one person OR if they get the save early, those charges could be used on someone else. plus there's the resource decision making. if you use all your charges on one person and then someone else gets camped, what then?
it could negate a specific amount of camping every game, rewards skillful decision making be being stronger if you can successfully save, and the killer can counter it by pressuring the person with reassurance so they don't get the extra charge from the unhook
