Unhooking safety after 6.1.0 Patch

After the 6.1.0 Patch, Borrowed Time was build in. Meaning..."Unhooked Survivors now get a 7% movement speed bonus and Endurance for 5 seconds." However, that is only working the first time a survivor is hooked. I'm not sure if this is a bug, but happens repeatedly that it only works on the first hook and some killers know this, so they just tunnel for 5 seconds and just down you and rehook you.
