What M2 killers would it be overpowered on?
Also it having no cooldown is basically irrelevant. If a killer is getting a down quicker than every 40s (the previous cooldown), the generator damage is the least of the survivors' worries. The "cooldown" is the time it takes to find, chase, and down a survivor anyways.

I dont think its a question of overpowered-ness more a question of in what way is the distance calculated. Huntress downing you from 100m do you want the range to be based on where the person was downed or where you are.

I think mostly because of huntress. It would be pretty broken if a crossmap hatchet could cause jolt on a gen you were repairing. Also there are other gen regression perks available for killers that use M2 more anyway. If you don't use M1 a lot on a killer, just use a different perk.

Honestly I'm okay with it being M1 only.
Would I complain if it included M2 downs? Hell no, I love this perk to bits so any improvements at this point would be like finding a diamond at the bottom of a tub of good ice cream.
But it's still a viable perk for nearly all killers, and especially strong (and satisfying) on those who rely on a M1 for the lethal attack.
Combine it with the likes of Eruption, Pain Res, Surveillance, STBFL, you can monitor and melt gens like mad now that cooldown's been removed.

I don't get the correlation to nurse, making it special attacks as well would not make it less strong on nurse. That's a nurse problem, they have to rework/nerf her.

I'm saying, Nurse is inarguably stronger than Huntress and can utilize the perk. Even then, the perk itself is not OP, so I fail to see how it'd be a problem.

Blight, Oni, Huntress. They can get fast downs, as well as travel across the map, except huntress. It's already really strong on nurse.

Eruption/CoB, Deadlock, PainResDMS, Etc are all stronger than Surge will literally ever be on them.

So that justifies surge being available to them? I don't think you understand, those perks require you to go around kicking gens. PainRes needs you to be near a scourge hook. Surge is strong because you don't have to do that, it's only down reliant. If you were to put it on killers that have strong downing potential, i'm sure you can draw your own conclusions from that. No time wasted going around kicking gens, you can just focus on downs.

Surge has an effective cooldown of find-chase-down to do 7s of damage to generators in 32m. For reference, in the 2.7s weapon cooldown + 3s pickup + variable carry time (0-16s) + 1.5s hook time, someone on the generator when it gets Surged will have already undone the damage even if the slug was literally right beside the hook.
If no gen in 32m is progressed enough to be worth damaging/no progress, Surge loses even more efficiency and value. Deadlock/Pain Resonance is guaranteed value because highest progressed gen/Deadlock is unpreventable. Call of Brine/Eruption do more damage than Surge ever will to actually valuable generators you can kick on purpose.
Giving more perk options that won’t even unseat the meta is literally always a good thing as long it’s not overpowered, which it isn’t.
