A Possible Problem with Perks and the Modern Bloodweb Economy
After getting a few million points deep with the bloodwebs on a new character, testing out what it's like having every perk unlocked (besides general and the new ones) and leveling up something fresh from square 1, I really had the time to think about the current progression system. You really do have quite a bit of time to think while spending over 2 million bloodpoints, so I came up with this observation: it would actually have been optimal to not have all of these cool teachable perks at tier 3 already. Why? I would love to explain.
The Observation
Firstly, it's important to understand the context of my personal game progress. I have all the killers over prestige 3. So, when I bought Wesker, I had every teachable perk at tier 3 on him. Convenient for playing him with all available options, but not-so-much when it comes to the bloodwebs.
While leveling Wesker, attempting to get him to at least prestige 3 to get max tiers on all of his perks, I attempted to be optimal by letting the Entity consume as many nodes as possible. The new lower costs are great, but being stingy is still rewarding. And to make the Entity more efficient, I took advantage of the general perks at levels 5, 10, 15, 20, and 25+, taking one perk to force the Entity to spawn and letting the Entity consume as many nodes as possible. That's nothing new, but... I ran out of perks pretty quickly since all the other teachables were already tier 3 and out of the webs. Uh-oh! That's new!
So, when thinking about it, if I had every teachable perk at tier 1, I could still take one perk at these noted bloodweb levels and "summon the entity by force" to continue being optimally efficient. And now, looking at this, wouldn't it be efficient for future (and current) killers to prestige them up faster by just making Wesker prestige 1 and never going beyond so I have extra tier 1 perks to force Entity progression a few extra times? And repeat that for all other future killers? But that would mean I would never be able to get Wesker above prestige 1 level 50 to keep the maximum advantage with his perks when dealing with quickly and cheaply progressing bloodwebs? The answers to all of these questions seem to be only one thing for me: yes.
My Opinion
I actually don't want to do that (and won't), but I also believe keeping perks at lower tiers intentionally would allow players to gain more bloodweb level progress - making prestigeing a bit quicker for characters. Is that an intentional design? If not, if I may suggest something, I would personally like to see a special node in the outer layers of bloodwebs that, much like webs with multiple perks, forcibly summon the Entity. What would this node do? I dunno. Give you 2 items / offerings / addons instead of 1 while summoning the entity randomly somewhere else on the outer edge? It could give you nothing and I personally would still go for it.
I'm sure this has been noted / explained in some way by someone much smarter than me, but I'm extra noting it - just in case. Thanks for reading anyway!

For myself I like the current version. Why? You could never really force the Entity to eat a certain perk (especially at Lvl 40+) wich made the bloodweb a bit more expensive in some occasions. Now I can just go for the cheapest branches.
