Generators keep regressing while blocked

I was playing against a Cenobite with Deadlock. The perk blocked a generator that was already regressing in front of me, it didn't have much progress, about 5~10%, and I was waiting for it to be unblocked to start working on it. While it was blocked, it regressed to 0%.
As far as I know, generators stop regressing while being blocked, so I believe that is a bug.
He did have a regression-related perk, which was Call of Brine, I don't know if that was related to the bug.
