Spine Chill should not work when a killer is stealthed by their power

Allow me to explain.

I understand Spine Chill's position and what it can/should do. But, this perk in particular still has an underlying issue.

It bypasses stealth by doing nothing. With how the game runs at this current state, reworking all perks without tackling specific issues in regards to these perks will do nothing.

Even after the change it received, it can still counter a stealth killer just by walking. This hurts killers who rely on stealth plays.

Examples being: Ghostface, Michael, Dredge (at least they can teleport to help alleviate this), Pig, etc.

It can and has limited a decent portion of killer's powers, especially the two killers who stalk. My only suggestion to help fix the issue is to limit how it will detect killers.

Right now the perk will just notify any survivor if a killer walks within 36 meters of the perk wielder, this feature should not be removed. But, it needs to have a specific limit.

My suggestion would be: Get notified when the killer is within a 36 meter range when they are not forced stealth.

(Let's also just be frank real quick before we continue. I say "survivor" every time we talk about situations. When in actuality it's highly likely most/all survivors will be notified with how frequent survive with friends are. But this isn't about that, just wanted to quick point out an unintended issue)

When I say force stealthed, I mean whenever a killer uses their power that actively HIDES their terror radius. So, possibly stealth perks would not be affected by this, it would help balance it out so only very little killers will not be affected by this and it would allow more options for future stealth killers.

Now, I also have a suggestion. Premonition is still comparably useless to Spine Chill, since Premonition requires you to look around while the latter has no requirements. SC will always just work passively. Allow Premonition to be able to detect a killer who is stealthed by their power, it would give it a nice boost.

I don't want Spine Chill to be guttered, I just want a more distinctive line for stealth that can't be so easily crossed.

SP should absolutely counter a lot of stealth OPTIONS, but just not pure Stealth from powers.
