Wesker grabs and throws

I'm not sure if this is a bug or is actually intended but now after he has thrown me and I'm staggered, wesker is able to move to block the nearest pallet or window while I'm still staggered.

If survivor doesn't get the speed boost after the loss of a health state but is staggered instead with the killer moving to you or to cut you off then that doesn't seem right? Or should I just git good?
