Hatch should spawn for the last two survivors (or player agency and slugging)
If the killer so chooses to slug for 4K, which by my experience most do, they take away any player agency for the remaining survivor (and the slug). Two players unable to do anything in most of these situations for 4 minutes if there is going to be a hatch play. This is absurd. At this point hatch might as well not exist.
I understand this would create a host of new problems but players actually being able to make meaningful choices should be preferred. Choose the details as you see fit like no amount of keys let's two survivors through the hatch, I do not really care. Something must change in this regard.

Then the killer will just slug on three. So what do you do then? Make it spawn on three?

At 3 you can still do something. There is risk involved, because 1 can be in chase and 1 can pick up. Also it is possible to do gens at 3.
But when it's 2, you can only-ever win if at most you have 1 generator left and it's half done. And even this is stretching it, because other survivor must give at least 80s chase (against killer that was able to kill 2 people already) if everything aligns.
As a survivor you raise your chances considerably at this point by purely hiding and waiting for other one to die - boring play that nobody likes.

The game continues as long as your character is alive. But the killer decides how he will kill the survivors through hooks or slugging. If you see that the killer does not pick you up for a long time, then he most likely chose the second method. In this case, you have lost. But no one bothers you to hope for a sequel)

If this happens just concede and let the killer kill you, the game is over none of it matters.

I get your point and at times I do just that but why should I give him the kill for free just because the game stops being a game?
Sure, with the current mechanics you are correct and it would be fine if the slug was allowed to leave the game. Unfortunately we are forced to play it out for 4 minutes with no choices which then consititutes to be no game at all.

If you have ever played VHS survivors can actually do a similar thing to the killer when they are the last one (hiding, grabbing sodas and reviving etc) even when its clear they are basically certain to lose and all it does is drag it out. This is similar in that regard luckily in dbd if you really want out of a match, dying on hook is the best way to just go to the next game.

I really do not see how that improves or negates the need for this suggestion. In your last sentence you already forgot what this thread is about.

As Gandor pointed out, on three there are things you can do or could have done like bring more unbreakables, exponentials, tenacities or split up more. On two it is a four for the price of three kind of deal for the killer while there is nothing to do for the remaining survivor but hope the killer gets bored eventually and the slug will not work with him.
