Give Nurse a 15 second cooldown for recharging both her blinks.

You could still keep her very powerful for skilled players who can hit blinks while being very punishing if they miss. This would make chases with Nurse take about as long as any other Killer's and would give enough time for Survivors to reach tiles as the Nurse recharges both her blinks.

Make all Blinks take a minimum distance/charge time of 0.4 seconds (so about 4 meters) so she can't do an unreactable, point blank blink like she can now (similar to Pinhead's minimum Gateway distance from himself.)

This would result in games where Nurse would sometimes move away from Survivors behind a wall to be able to blink toward them (meaning she loses LOS more often), makes her minimum blink speed slower and more reactable and the punishment for missing much more severe giving her viable counterplay and a decent way to keep her in chase for much longer. (at this rate she could maybe move at 4.2 m/s by default, especially if you nerf her recharge so her fastest recharge would be 6.5 seconds per Blink, about the same as Wesker's.)

    I like this.

Yes compensate her base movement speed so, that she still has OK movement thru the map. But make her missing blinks actually punishing for a change.
