Parental Guidance perk does not activate when flashlight stunning wraith
Lightburning the Wraith out of his cloak doesn't activate Parental Guidance, even though it's clearly an instance of the player stunning a killer.

BHVR defines stuns very strictly. A Lightburn is a Lightburn, not a stun.
You can only stun with pallets, DS, and Head On.
I don't think even a flashlight save counts as a true stun, though I could be wrong.
To be clear, I'm not saying it should or shouldn't count as a stun, just trying to clarify.

Lightburn is not a stun as ^^ said

A flashlight save, wiggling out, and even escaping deathslinger's chain (If they let you fully escape) all count as a stun and activate the perk, and I believe Blast Mine also does as well. There are probably several more uncommon events in which it can activate, but it's much more than just 3.

Usually everything that counts as a stun has a score event called 'killer stun[ned]'. I'm pretty sure Blast Mine hasn't this (I personally don't have it, I can't test it). But in theory it should count as a blind and not as a stun, even though it does stun the killer.

It counts as a stun for challenges, lol.

if you are equipped with lightborn, you are not blinded by the blast mine, but continue to be stunned for 5 seconds, so it counts as a stun.
well in my personal opinion, lightburn and killer instinct shouldn't even exist in the game anymore, but since they are there, I believe that lightburn should count as a stun, since it "paralyzes" the nurse/whaith powers/movement

A save is considered a stun iirc
