Remove DC penalties for having a 1 red bar ping

not for abuse. Seriously it's unfun getting matched in 1 bar pings and I'm sure me or other people DON'T want to play in a 1 bar ping. it's not authentic gameplay and it's a waste of everyone's time to play in these forced matches. Don't mention my "connection" because it isn't my connection. The location I live in is the reason for the weak ping. seriously hate being forced to waste my time in these matches. Trash experience as both survivor and as killer. As survivor you get hit with "fake" hits and as killer you cannot body block survivors properly from going to windows or dropping pallets which leads to poor gameplay and also it's frustrating.
