We have temporarily disabled Firecrackers and the Flashbang Perk due to a bug which could cause the Killer's game to crash. These will be re-enabled in an upcoming patch when the issue is resolved.

As he explained, that is why survivors become injured when reaching full infection with Plague, because the Broken status effect is applied, and not because of the infection itself.
When chaining someone healthy near an injured survivor, the healthy survivor becomes Broken, but they don't become injured.
I've tested on all killers, and the 3 killers where this happens, where it's possible to be Broken when healthy, are Deathslinger, Pinhead and Artist.
