Prestige rework BUG

I return now to the game and since the prestige rework happen on most killers and survivors i was p350 ,but now some of them has this problem where a perk is blocked at level 2 and cannot progress .Cannot find the perk in the blood weeb .Iv they to prestige them more in a hope but without succes. P.S. = i have 28 perks at tier 2 ,that shuld be tier 3.
