I've experienced killers that are inactive, but still are hitting. What's up with that?

Bots, probably to Farm xp for shards/rift progress or something. Or to smurf/lower mmr

Any way to report them (Other than the after match-reporting that doesn't do much?)

Nope,
only in-game report + additional player report support ticket with evidence.
though if you report correctly, it does do what it’s supposed to. The report process is just not very user-friendly.
