Starting the match exhausted

Description of the issue: From the very start of the match I was exhausted which shouldn't be possible. And exhaustion timer was only ¾ from full time.
Steps to reproduce: 1) start the match as Survivor, 2) randomly get spawned already exhausted.
Frequency of the issue: this is the first time I've encountered this bug.
Character played: Feng Min.
Perks played: Balanced Landing, Dead Hard, Lithe, Any Means Necessary.
Map: The Temple of Purgation, Red Forest.
