Wake Up only at Lv 1 unlocked despite Quentin being P3+

• Platform: Steam (PC)
• Description: Before Hotfix 6.4.3 I had Wake Up on every Survivor at Lv 3 (as it's supposed to be). Today, while leveling Vittorio, I realized that he was given Wake Up at P5. This made me switch over to Quentin where I saw that, despite him being P10, I still don't have Wake Up on Lv 2/3 on my other Survivors. All of his other perks are unlocked at Lv 3.
• How often does this occur: Since Patch 6.4.3 (noticed Today, Dec. 19th, 2022)
Edit: This also happened with: Doctor (Monitor and Abuse) + Legion (Mad Grit).
