Jolt ignores blocked generators

I blocked a generator with repressed alliance and the killer downed someone near the gen, making it explode and regress while being blocked.
I am pretty sure jolt goes through all blocking effects from any perk both on killer and survivor which needs to be fixed, its kinda bs.

Jolt is meant to be able to hit blocked gens.
Blocked gens cannot lose progress, but they can be put into the regressing state. So, Jolt won't do its 8% but will kick the gen for you, so it'll start regressing immediately when it's unblocked.
