Why doesn't reactive healing work when in the dying state?

Reactively healing is a great Ada Wong perk, but I'm just curious why it doesn't work in the dying state. Is there a chance the perk may see a change positive change later on if the stats Warrent it?

    Why? Not every perk needs to be useful in every situation.

    Hmm that could actually be an interesting buff. It also needs to ignore Hemorrhage. I’d want to test this on the PTB to see if it would be overtuned.

    Hmm I feel like that would be kinda dumb with UB or power struggle/flip flop. The killer would be punished for playing correctly and hitting another survivor nearby who was trying to pallet/flashlight save. Basically creating a lose-lose situation.

    As long as it doesn't get you up on it's own that sounds fine. Consistent.
