Vsync issue on new rtx 4090 PC

Platform: Steam. Windows 10

I'm having a problem where in the middle of a match, the game will drop its fps cap from 60 to 30. It's stable and smooth at 60 but for whatever reason drops to 30 fps in the middle of a match and stays there.

I've tried changing the config ini file values fpslimit=30 to fpslimit=60. No effect.

Changed busevsync=true to busevsync=false. This seems to stop the capping at 30fps, but my TV doesn't support Gsync, so I may have issues with screen tearing. I haven't had to edit any of these settings on my old pc and it still runs smoothly at 60fps on ultra.

Is this a game engine issue or an Nvidia driver issue? I have all drivers and bios updated.
