Perks Purchased in Shrine of Secrets not Showing Up

I bought a few perks from the Shrine back when teachables were unlocked in bloodwebs. I'm only realizing now that these perks don't show up on all characters. Lithe shows up on all the original characters except Meg, and

Decisive Strike shows up on Nea, Bill, David, and Claudette. I also have some newer survivors who don't have access to any of these perks (Jill, Leon, Zarinna).

Sorry for not really following your template, I don't really know how to in this situation. This may not even be considered a bug but idk.
