Order of operation - agitation and Starstruck

Hello,


i would like to know the following:

the killer uses agitation and starstruck in this example.

will survivors in the original terror radius be affected by starstruck first and then the terror radius gets bigger OR is it the other way around the terror radius gets bigger and then the starstruck effect applies?
