Active ability button not working

Hi,
Usually I don't use active abilities (I am kinda lazy) from perks. But I decided to give dead hard a try.
But I can't use it. Doesn't matter if injured, uninjured or whatever. There is never a "press button" message on screen. Switching from E button to any other yields the same result: not working.
I also can't put down items by pressing R for some reason. It might be the same issue?
PC / steam
Is it a bug? Am I missing something?

Do you have a clip of that happening?
it definitely sounds like a bug,
you can report it here, if possible with a clip or at least screenshot
