The Merciless killer match result does not occur half of the time

As the title stated, the Merciless killer match result isn't given in the way that it should be, since it has now been tied to the number of kills. I have tried to go for multiple adepts and challenges that require the Merciless Killer, but I never achieved them, regardless of how many kills were aquired.
I do not know whether this is a specific issue occuring to me or whether it is intended, but if it was announced in the patch notes, I don't see why it hasn't been implemented.
