Is Spirits Dried Cherry Blossom add-on bugged or nerfed?

So I see dating months back people have been reporting to the bug forum and other places about Dried Cherry Blossom not showing killer instinct (Just the audio) and I tested it this update and the one before and it's still doesn't show killer instinct....? Is this long standing bug or was this a nerf that I just missed in a patch?

    Very likely still a bug and not intentional. The description mentions killer instinct, which is both the visual and audio cue and there is no reason why one is absent.

    if you have the bug report, then comment on it to give updated info.
