Bloodpoints incentive

Recently I notice Bloodpoints incentive not working correctly. Often when its give survivors 100% bonus my killer que is still faster then survivor one. Is it suppose to favor the survivors more? Or there is a different reason for this? And yes my mmr should be close on both.
