Perks not working as intended together

Playing on the PlayStation Platform and noticed while I who was playing Cheryl Mason was working on a Gen with a Feng Min who had the Perk Technician and we got the gen up to where Merciless Storm hit us and I hit the 1st few skill checks but eventually failed one blocking the gen. Waited until the gen got unblocked and the gen had regressed to almost 60% . The Killer was a Wesker who was AFK the whole match so the only possible way the gen could regress that much while blocked and hit with no other regression perks was Feng kept failing skill Checks with Technician and it kept regressing the gen while not triggering Merciless Storm to block it after her 1st failed skill check. There was no ruin or anything of that sort either.
