(Xbox) Achievements not counting/popping

Issue: While grinding to get the Skull Merchant's 'Thrill of the Chase' achievement, it doesn't get any progress despite me downing exposed survivors using her drones.
Hoping this isn't just me experiencing this, as I find achievement-hunting fun.
