Yes, I don’t think updates are excluded from any regions. They arrive for all regions/platforms roughly at the same time
though which update are you talking about? The most recent is the 6.6.1 Bugfox patch, which came on the 14th

If you are referring to DBD Mobile, this is not the place for it as it's managed by a different team.
You have to contact them through their website: http://www.dbdmobile.com
Also the update should be already out for Mobile.
