Cannot Struggle Free on 6.6.1 XSX

Played a game last night (3/18/23 6.6.1 Xbox Series X) where I was picked up by Nemesis and could not struggle free, filled the struggle bar and he continued to carry me for another 30 seconds before hooking me.
No other suspicious activity from this killer so I don’t think it was cheating. Image/video link attached.
