Make Repressed Alliance on Active Ability 2

it's mostly just to bring back the blast mine/repressed combo. I really don't understand why repressed has priority over blast mine when it wasn't like that before. either make blast mine take priority again or move repressed to active ability 2 like reassurance. it's just something really fun and it can really help against this gen kicking meta atm.

yeah sadly it's been like this for like months now, idk if they're ever gonna touch on it since it's not one of their highest priorities rn, but it would be nice
