How does Wesker's vault swing work?

Back during his release I'd get uroburos slaps after vaulting windows and pallets but even when survivors are point blank now I've noticed the swing doesn't happen. Did they take it away or is it's trigger really specific?

    specific i still get it occasionally but they need to be right in front of you
