Circle of Healing

Let's start this off with Mikaela's problem child.

This is pretty much the exact nerf I asked for ages ago, so I can't say much without being biased. What I will say is that if heals remain at 24 seconds, I feel it could go back to being 100%. But more on that later.

Otherwise, perfect nerf, in my opinion.

Medkits

This is a bit bizarre in some ways.

Okay, so medkits giving one heal and having a max of two with add-ons? Perfectly fine. Want more? Bring BTL or Streetwise. I'm okay with that.

Medkits having the altruistic heal speeds nerfed? Why? The problem was self-heals and the fact medkits are significantly weaker if you heal others rather than yourself. This just exacerbates that issue.

General Healing

I'm going to be blunt: 24-second heals is atrocious. When Mangled/Sloppy exist, killers whose kit is capable of keeping people injured (Slinger, Legion, etc), and when hooks are still 60 seconds, a 24 sec heal time is too long.

Now, when people (such as myself) suggested 24-second heals, it was 24-second self-heals. A heal and a self-heal are very different in terms of time. A 24-second self-heal is (in terms of efficiency) the same as a 12-second altruistic healing.

No one ever complained about altruistic healing. I think heal speeds should be reverted back to 16 seconds, but add a penalty to medkits that only allow them to heal at 66% efficiency so that their heals are still 24 seconds.

Compromise

If heals are going to take longer and that is an absolute must-change, then at least make them 20 seconds instead. 8 entire seconds added on a heal is too much, so 4 would be a middle ground. I'd prefer not, but if it's essential, then make it 20.
