Shrine unlocked perks inconsistently unlocked
Platform: PC/Steam
Issue: I do not presently own the Cannibal, but have unlocked the perks Franklin's Demise, as well as Barbeque and Chili from the shrine of secrets. The perks are applied to, and appearing in the bloodwebs inconsistently across all killers. That is, some killers have Tier 1 unlocked, and are able to advance it, some killers do not have either at any rank, and some killers only have one of them. I can share screenshots if that will help, but looking at my account should show the discrepancy.
steps: get a perk from the shrine, get a new killer, not be able to use the shrine unlocked perks.
the times i got the perks was before the new progression system, so that could be where they got lost, so I am unsure if the issue is reproducible anymore.
Below is an example of the perk unlocked on one killer, even though it is not available for others.
