The forum still shows a notification counter for replies from ignored accounts.

The forum still shows a notification counter for replies from ignored accounts:
- It doesn't show the message.
- Mark All Read doesn't clear it.
The only way to clear it is finding the post and un-ignoring the account so you can click on the notification line. (Only to ignore the account again right after).
Not exactly practical.
So there are two issues here:
- The notification shouldn't be sent when it's for an ignored account.
- The "Clear All" should clear all notifications instead of only the ones listed.
