The Skull Merchant is still not ok
Her playstyle and gameplay loop haven't changed at all since her changes. Killers are still hard camping a 3 gen from the outset of a trial and won't commit to anything outside of that. The gameplay is still colossally boring on the survivor end. It's repetitive and tedious. You hack a drone, work on a gen for 10 seconds, and then leave because the killer returned to the gen to set another drone. Rinse/repeat until you eventually get bored and give up. I can't imagine this is what you had in mind when you designed this killer, but this is how the killer is being used.
You can claim this is a valid playstyle or whatnot, and I'd ask you to point out another successful game that involves long drawn out defensive slogs. I'll wait until you find one that peaks above 100 concurrent players. Some people like mayonnaise in their coffee. You won't see any coffee shops putting it on their menu though. You don't have to offer everything to everyone in some cases. You don't have to cater to godawful playstyles.
