Does Huntress's Lullaby failed Skillcheck penalty stack with the default failed skillcheck penalty?

I'm just curious if the 6% penalty for failed skillchecks stacks with the base 10% failed skillcheck penalty, or if by equipping HEX: Huntress's Lullaby, all skillcheck penalties are reduced 4%.

    It is an additional 6% on top of the 10%

    But I believe it is ONLY while the hex is active


    So if it's cleansed, it goes back to 10%.
