Could you revert the Pharmacy changes?
This ended up being a nerf more than anything. I get the idea behind it was to give people a type of alternative healing perk by allowing them to get multiple medkits, but in practice it just doesn't work well. Other people take chests and you can't even find more than 1 half the time unless you bring in a Plunderer which itself is a waste of a perk slot since you're only using the aura reading and not the main reason you'd take the perk.
The other issue is time constraint. Rarely do you get injured and just left to do whatever you want. You just don't have the luxury to hike across and around the map looking for chests, even if you know where one is. Too dangerous and too much time lost. And if you're injured after an unhook chances are you're just going to get healed by teammates anyway which defeats the purpose of the perk and also removes the ability to use it.
Self care already fills that roll and probably gives you a better effect. Spend 30 seconds to a minute looking for a chest and heal up real quick or spend that time just holding down M1 where you are. One at least isn't RNG reliant, can be used exactly when you need it, and can be used infinitely.
Having it on demand when you have time to rummage through a chest was far better as you could then hold on to the medkit for when it was actually needed.
I do actually regularly use the perk and that's why I think it was much better before just based on my experience thus far. I never find myself wanting to or needing to look for a chest when injured. Too much risk of getting caught by the killer when I either have teammates to heal me, a Circle of Healing someone placed down, or I could just hold M1 on a gen.

I think the Pharmacy changes ended up being a buff, for the most part. I get 2 medkits in a lot of my matches. I think a good QOL feature for the perk would be to give it a rummage token that could be used to guarantee at least one medkit.
However, the biggest issue that's facing Pharmacy at the moment is the upcoming Medkit changes. Green Medkits going from a 10 second heal to a 24 second heal will make Pharmacy significantly worse. The perk needs a large speed boost for self-healing using medkits gained from the perk, or it won't be worth using.

I agree that Pharmacy needs something. A full revert wouldn’t be good though, especially not with the medkit changes.
possibly a rummage token once it’s activated to guarantee you get a medkit along with a selfheal speedbonus on medkits?
or.. activated from start to get one medkit at first chest search, but some kind of mechanic to refill charges once you get injured?
