Nemesis Whip does not hit over windows if the survivor is crouching

This works on some tiles and maps and not on others which makes the whole ordeal frustrating. Did I miss because of a bug or because I actually missed? If this is a feature, then it should be streamlined for all tiles, if it is not, it should be fixed.
