Why not make double engravings basekit on Hillbilly?
The only people who main hillbilly are hard dedicated to the playstyle of curving around loops. At the worst of skill levels it's a joke and at the highest of skill levels there's a massive amount of room for mistakes and counter play. Even when played perfectly it still doesn't offer consistent enough downs and down speed to even be strong, much less oppressive. This is why prior to his rework billy was considered the most balanced killer DBD had to offer.
The way I see it there's 2 distinct types of players who'll be playing billy. The first are new players who mainly use billy for map mobility and maybe try to play him like a budget bubba. The second and far more prominent are the billy mains who subscribe to the curve gameplay.
Double engravings basekit WITH the charge speed decrease would only affect the newer players when they're trying to point blank chainsaw someone. For this I'd say just add a yellow addon that reverses the stats back to their default state thus allowing their own freedom of choice and still leaving an addon slot available for them to play with. For the map mobility portion this would have no negative for these new players learning the game.
And for the playerbase who instead chose to dedicate more time to the killer this does 2 things. 1 is that it allows them to actually play around with addons without sacrificing the style that defines the character for them. And 2 it prevents their gameplay from being hampered by running out of engraving addons. The second one even helping to incentivize more people to learn him since they aren't losing addons in the process of also losing games and severely hemorrhaging bloodpoints.
Now one argument I could see is that people might say that curve billy isn't what the killer was designed for and people shouldn't be pigeonholed into it. Well the aforementioned stat reversal addon could alleviate that. But I'd also like to point out that aside from those new players and billy mains no one plays the killer. Insta saw is gone so there's simply no easy route to downing survivors with his power. This is why curve billy became a thing to start with and after some tweaking Bubba then became the replacement for that.
So since the general playerbase abandoned the killer, thus leaving only the dedicated mains behind, shouldn't the people who actually still play him be used as a basis for defining what he is and what he should be?

Sure, I would love to see more Billy players.
He is really hard killer, but it's simply not worth the effort.

I don't play the killer as he is too hard. But I think I have a better idea (sure I can be totally wrong).
First of Billy needs an addon pass. Like if you make this basekit - everyone would just use lo-pro, because that's the only other addon that makes sense on him - making every Billy identical to each other. I would like to see more variability in this killer.
Second thing - as you correctly pointed out, both engravings are a problem to starting players. It's better to have basekit easier for general population (as I am writing this - I do count with addons rework making more strategies possible for him). I think it might be better idea to combine those 2 into 1 that has low rarity (yellow or brown) - so that there are abundance of this addon all the time + it also provides some variability of 1 additional addon to make a little (but not too high) more distinction for all the curve Billys.

But putting double engravings onto an addon would also kill variety. Even if an addon pass did happen you'd still have 1 mandatory addon for curve billy and then only 1 slot for other things. So since the general playerbase doesn't play him the basekit engravings have the least amount of impact by only benefitting the majority of the people who do play him while the rest are in the minority. The other playstyle is why bubba exists. But if you are a normal player and really want to chainsaw people from point blank range on billy then an addon to kill the curves and bring back default charge speed would solve that.
