Suggestions for tweaks to gameplay
I feel like a basekit Flip Flop, that adds a max of 1/3 Struggle could go a long way to dissuade slugging, while not being a huge nuisance to the Killer. Flip Flop itself could just add to the basekit such as Borrowed Time does now.
I also really like the idea of Dead Hard being "unlocked" because it reduces its usefulness, while also increasing its viability because it isn't so expected. Seems to be the best place for the perk to be, but also seems like a good place for a few other perks to be, namely Power Struggle. Power Struggle should be activated after getting unhooked, and lose the progress requirement. Decisive Strike should gain a 3 sec 150% speed after stunning, giving it greater utility, possibly even activating Endurance if it needs a nerf. This would place Off The Record, Decisive Strike, Power Struggle, and Dead Hard all into the same category of "Strong off-hook" ability.

current Power Struggle would be an issue like this and would need to get same rules as DS (lose it when doing any objective, end game), then interesting.
Otherwise we get to bleeding out again...

Oh right, you said that in other post too.
I don't think that is standard for survivors tho.
This is basically trying to bring back Boil Over games, which were fun almost as CoB Skull Merchant 3-gens.

Yeah I don't necessarily agree with the post but I would enjoy being slugged rather than hooked, I get to be in the game longer

Well, I mean it kind of is expressly a nuisance to the Killer, if the Killer is intending to Slug. If you knock down, pick up and hook you basically have no problems. Spend 15-20 secs chasing and injuring a second survivor, and then return to the downed Survivor, you wouldn't really notice it but it MIGHT hurt a Scourge Hook, and would definitely hurt anyone intentionally slugging.
Even if someone does get off, the chance of them running back to a dead zone really does Boil down to a skill issue.
