I'd rather buff other perks first.
The latest killer perk like Leverage is very terrible compared to Sloppy.

Bro i play perkless lmao so no i didn't add sloppy to my kit, but i can understand those that do and have. Sloppy has always been mid to high tier depending on the killer, this isn't some new meta. Bro you literally named all nerfed perks, of course they work now because that's all that's left lol. Like after it's initial nerf when was pop ever good. Pain res is good if you have really good awareness, eurption is a joke, corrupt is only beneficial on certain killers. "All the healing nerfs" what are you on about they just nerfed self healing that's literally it.

The devs buffed medkits for altruistic healing, but nerfed self-healing altogether so that self heals would no longer remove pressure that the killer caused in just a few seconds. The mangled status effect from Sloppy Butcher also encourages survivors to altruistically heal than to self heal, especially if the healer has healing perks. I'd say the devs accomplished what they wanted.
What the devs didn't account for was the hemorrhage status effect that causes even more pressure when the killer interrupts a heal because the injured survivor essentially has to find another survivor and heal for 24 seconds all over again, assuming the only healing slowdown perk being used is Sloppy Butcher. In addition, the hemorrhage status effect makes certain that perks like Resurgence and Solidarity are made useless.
There are two ways I could think of to fix this. One would be to remove the hemorrhage status effect from Sloppy Butcher to and add it into Blood Hound, which would make sense overall thematically. In addition, it makes hemorrhage less prominent in matches so that perks like Resurgence and Solidarity can thrive better.
The other method would be to change how hemorrhage works. One change that I heard before was to make hemorrhage work like the opposite of deep wound: the survivor will only lose healing progress if they run. This change would still be effective, but wouldn't hurt perks like Resurgence or Solidarity that give a healing percentage to the player while the survivors are standing still or walking. Ofc, the devs could make both of these changes and it would be good.

Sloppy is fine. You wasted more time with the whole 4 gen regression meta than spending an extra 4 seconds per heal.

Sloppy is a strong perk, one I almost always use, but it has downsides. Especially with Inner Healing being more common.
The three listed perks though should have an additional power to either counter or delay hemorrhage.

If you do the math, Sloppy only adds 4 seconds to altruistic healing and 6 seconds for self healing. You can either bring perks to speed healing up, or you can learn to play injured. It's not necessary to heal after every hit.
Btw Idk why you're complaining about Thana. Unless all 4 Survivors are injured, it's one of the worst slowdown perks in the game.

Yeah, toolboxes totally need some changes. Most of the killers can't deal with the 60s to 43s gens while ONE surv is using a strong toolbox. I wish toolboxes were more something to reduce regression than to greatly increase progress.
I think BNP should protect the gen from regression (reducing regression for 30 to 60s) more than increasing gen progress.

This perk makes self heal even worse
So its good? It was intended to nerf selfhealing, so this perk also contributes to this intentional change? If so, then its good. (Im not talking about whole topic and if and why this perk need changes, only to this one taken out of context, argument)

I really don't see how anything really changed with sloppy. It's being ran more because of the slowdown nerfs. Base healing is the same, hemorrage is the same, the heal increase from sloppy is the same and thana is dog ass unless all four are injured. I think sloppy is just the next big thing to whine about like sprint burst or Lithe.
Edit: Sloppy is best ran on m1 killers. IMO they get the most value so is there a complaint against m1 killers now?

Hemorrhage is what you have an issue with, not SLB. The only reason its so overused is because it's a free perk.
In an ideal world, the hemorrhage effect would get nerfed since spending +20s to heal only to get interrupted by whatever and lose all of it is obnoxious. But nerfing it currently isn't practical since killers don't have many other options.
Personally, I find healing to be a waste of time in general unless its EGC or other niche cases. I run resilience in all my builds for this reason. And if its a stealth killer running the perk I just call it a day and go next since 3 second chases aren't very enjoyable.

All things you listed is literally what perk is meant to do, there is pretty much nothing that can be considered broken in all those things.
It's not like you will lose the game because of sloppy, if sloppy is working THAT good, the game is already lost.

True, you're not going to win every game, but winning should not be off the table from the start just because somebody brought in an overpowered item, that's not cool.

I remember a long time ago a streamer, I think Puppers, offered the idea of making the Mangled/Hemorrhage from Sloppy Butcher timed while making addons that cause Mangled and/or Hemorrhage last until they heal. The idea was the perk you can put on without cost has the time while the finite addons are naturally more powerful.
Since I'm pretty sure this was Puppers, this was obviously a while back, given his health. Don't know if the idea would be viable or not right now. Though I think the Mangled/Hemorrhage addons have been mostly buffed to "last until healed" status.
