Steam/PC Play with your food perk doesn't show cooldown when you can accumulate more stacks

When equipping Play with your food perk the icon of the perk is grayed out. You can still accumulate stacks. But you don't know how long since you can gather stacks.
Steps to reproduce:
1) Equip perk in loadout
2) Gather stack
3) Icon should be grayed out from the start
How often does this occur:
Every single time
