No drones for skull merchant

I just played a full game without the ability for drones. Essentially it was a game of running around and only being able to hit people. Can’t even use the inspect option cause there’s no drones.
i used geographical map, purple strobes, sloppy butcher, bamboozle, brutal strength, and jolt with a midwich offering.
