PC - Decisive Strike Doesn't Work Against Nemesis.

Step 1 : Equip Decisive Strike

Step 2 : Play as survivor against Nemesis

Step 3: Get tentacled.

Step 4 : Get Tunneled

Step 5 : Decisive Strike the killer

Step 6: If there is a zombie next to the Nemesis it will immediately down you.

Step 7: Get tunneled out of the game.

Not a bug, Decisive Strike worked as intended with the killer dropping you.

    Not a bug, it's one of the rare occasions where you can make use of his zombies. It sucks sure, but it won't happen in every game. And it's under your agency, if you don't get down near / by a zombie, the Nemesis cannot pull this off.
