Why do people always overreact to new survivor perks?

Hon, it’s all but useless. Aven’s point is rightfully that survivor perks that show any promise are often modified to a point of weakness that pragmatically invalidates them. Reassurance doesn’t even efficiently handle camping. Heck, Kinship does its job better. And no one thinks Kinship is a good perk. Including you.

Tinkerer works for every gen. Machine Learning works once per match.
Don't get me wrong, the effect is good but the fact that it only works once and then deactivates is a huge downside. Unlike Lethal Pursuer it has no further effect and it isn't as valuable (at least for me) to get a considerable easier hit one time. Because it won't do much more than that.
Are you sure about that? The perk description doesn't say it only works once per match. I was under the impression it can work multiple times so long as you keep kicking generators and those generators are completed.

There are already videos up of people doing live tests on Scavenger and it's completely broken. Take a purple toolbox and you get at least two uses of it potentially three without taking any other related perks. Otz released test data that he and a friend shaved more than 40s off a gen - that's nearly half the time for zero cost!
People raising issues with Scavenger at the very least is not Chicken Little yelling that the sky is falling, it's pointing at the ticking nuke and saying "we might have an issue here..."
