I don't understand why only certain killers are banned from camping

The Executioner cannot leave a trace under the hook. It always seemed reasonable enough to me, though I didn't understand why a trapper or witch could block an entire hook with traps. It's the same with the Twins, the little one can't be left under the hook.
So why can Singularity - which I have encountered several times - two cameras around the hook and singularity falls asleep literally next to it, can look around the map, and attack the rescuer if necessary. But even worse is the Knight, I met a few today who camp. No one can be saved alone. Even with full health, it's an exchange at best.
Why can some killers and others not? It does not make sense.
